FDI and Merger Control in CEE : Your A-Z Guide
17.09.2025 News Mergers and acquisitions (M&A) Competition and consumer law
Investing in Central and Eastern Europe and executing transactions there presents a major business opportunity, but also a growing regulatory challenge. The dynamic shifts in foreign direct investment (FDI) control and merger control regulations require business decision makers not only to remain vigilant, but also to draw upon reliable and up-to-date information.
In response to these needs, the practical handbook “FDI and Merger Control in CEE: Your A-Z Guide” was created by experts from across Europe working within the Horizon Alliance. The publication covers eight national jurisdictions – Croatia, the Czech Republic, Montenegro, Poland, Romania, Serbia, Slovakia, and Hungary – and provides practical information on notification thresholds, filing requirements, and transaction structuring.
The section devoted to Poland was written by GESSEL experts Bartłomiej Woźniak, Natalia Leśna, and Marcin Walczak, and includes a detailed overview of applicable regulations as well as the practices generally followed by the competent national authorities.
Other Horizon Alliance law firms involved in the project include: Biriș Goran SPARL (Romania), Erdős Partners (Hungary), HKV Law Firm (Slovakia), LOVRIĆ NOVOKMET & PARTNERS LLC (Croatia), NKO Partners (Montenegro), NKO Partners (Serbia), and ROWAN LEGAL (Czech Republic).
The handbook promises to be a valuable resource for investors and entrepreneurs planning investments in Central and Eastern Europe as they work to minimize regulatory risks and safely complete their transactions. By pooling the experience of leading law firms from across the region, the publication provides a handy tool for making informed business decisions.
