The instrument which rises to this challenge is comprised in the decision regarding environmental conditions of the undertaking. The terms of such a decision can contribute to environmental protection while remaining conducive to development of the locality.

The proceedings geared at definition of environmental conditions for planned projects culminating in issue of an environmental decision or, alternatively, in refusal of permission to implement the project constitutes an important element of the real estate investment process.
