Elżbieta Witkowska-Grochowalska is a Senior Associate in the Competition Law and Consumer Protection team at GESSEL. She advises on competition law and consumer protection, in particular cases concerning anticompetitive agreements, abuse of dominant market position, and merger control.
Her experience covers proceedings concerning regulated markets, including the telecoms and media sectors. She has a long track record in public law matters involving complex regulatory issues and ramifications for the broader markets. She has worked on complex administrative and court proceedings in the fields of competition and consumer protection law, including cases before the Court of Competition and Consumer Protection, courts of appeal, and the Supreme Court. She has also participated in inspections and dawn raids conducted by the Office of Competition and Consumer Protection (UOKiK) on business premises.
From 1998 to 2009, she worked at the Office of Competition and Consumer Protection, serving as Head of the Communications and Media Division and, as of 2004, as Deputy Director of the Department. She is the author of publications on competition law, also as one of the contributors to the Commentary on the Act on Competition and Consumer Protection. She graduated from the Faculty of Law and Administration at the University of Warsaw in 1999. She is fluent in English.
